  - The manuscript presents both the theoretical model being proposed by the authors for optical camera communications, and the implementation details behind their proposed simulator. In my opinion, the article is quite long and could have been easily separated in two contributions - the model, and the simulator. It has 30 pages, some parts in the details for classes in the simulator at least could be left for a technical tutorial on the simulator webpage. Other than that, I do think the paper has merits and is a nice contribution in the field.
